sap interactive forms printing a fixed regulation text on the back side of first page

Hello

I have a requirement  for printing an invoice  VF02

i have FISRST PAGE that will show few line items  the remaing line items  ( if there is an overflow )should not go to the back of the page but to a third page

because the back of first page is dedicated to a rules and regulation fixed text which is defined as  page22

what's happening now is that rules and regulation text is printing at the back of the page . but the overflow line items is over writing on it  although

i coded for the first page to continue  on page 3 

So anybody who might have dealed with this particular case can help me ?
