Tool to change Adobe forms to password protected

Hi,

I have a requirement to create Password protected adobe forms. Which I have done using Java scripts. But now client want to be opened even in mobile. As we all know, XFA forms cannot be opened in mobiles.

So now I need an alternate solution to create Password protected PDFs(static). Is there any tool like third party one to achieve the requirement?
